مصر : تحريض الإعلام مازال مستمرا, ومازالت سيادة القانون غائبة
الشبكة العربية تنعى الضحايا, و تطالب المجلس العسكري بسرعة تسليم السلطة

أعربت الشبكة العربية لمعلومات حقوق الإنسان اليوم عن شديد أسفها، لما وقع امس من اعتداءات على المتظاهرين السلميين مما أسفر عن مقتل اكثر من 25 قتيل وإصابة نحو 200 مواطن ، بالاضافة الى الاعتداء الحاد علي الحريات الاعلامية وحرية الرأي والتعبير ، والتحريض الفج من قبل الاعلام الحكومي ضد المتظاهرين، معتبرة ذلك مرحلة جديدة من استخدام الإعلام في نشر العنف والبلبلة في البلاد.
اقتحام القنوات
فقد اقتحمت قوات الأمن امس قناة 25، وفتشته بالكامل، بالإضافة إلى تفتيش ذاتى لكل الصحفيين والعاملين بالقناة، كما قاموا بتحطيم الأبواب والنوافذ الزجاجية للقناة، وبعدها قامت قوات الأمن بوقف بث القناة، دون إبداء أى مبررات أو أسباب واضحة، وقال هاني حتحوت المذيع بالقناة أن قوات الأمن قامت بتفتيش جميع العاملين بالقناة، إضافة إلى البحث عن الشريط الذي تم تسجيله من وسط الأحداث، وقاموا بحبس فريق عمل القناة بالكامل داخل المبني .
وفي نفس الوقت تم اقتحام مقر قناة “الحرة” هو الآخر حيث تتجاور استوديوهات القناتين، بحجة أنها تبحث عن أشخاص مجهولين أحدثوا بعض أعمال الشغب حول منطقة ماسبيرو، وقاموا بتفتيش القناة بأكملها .
التحريض جريمة مكتملة الاركان
ياتي هذا في الوقت الذي قام فيه الاعلام الرسمي بحملة تحريض طائفي مباشر بإسم حماية الجيش من المتظاهرين، ونقل التليفزيون الرسمي ان المتظاهرين رشقوا قوات الامن بالحجارة، وانهم كانوا مسلحين، وهو ما نفاه شهود العيان والمشاركين في المظاهرات، إضافة الي توظيف بعض العناصر فيما يسمي “اللجنة الالكترونية” لنشر الشائعات والأخبار المغلوطة التي تحث علي نشر الفوضي ضد المتظاهرين.
غياب دولة القانون ستؤدى بنا الى الهاوية
وتأتى هذه الاحداث فى ظل غياب دولة القانون, حيث يتبع المجلس العسكرى نفس السياسيات البائدة القائمة على المسكنات والجلسات العرفية والتباطؤ فى تطبيق القانون على الجميع, مما جعل البعض يظن انه فوق القانون وجعل من الافلات من العقاب عادة للمحرضين و المتورطين فى اعمال طائفية وهو الامر الذى يتحمله النائب العام الذى لا نراه سوى فى الاعلام امام شاشات التليفزيون يتفقد موقع الحدث, ولا يقوم باى دور فعال بعد ذلك فى التحقيق وتقديم المتورطين الفعليين الى العدالة مما زاد المرارة فى النفوس.
و ترى الشبكة العربية لمعلومات حقوق الانسان ” انه على المجلس العسكري ان يختصر الفترة الانتقالية وان يسلم السلطة سريعا الى سلطة مدنية منتخبة فى اسرع وقت ممكن بعد فشل سياساته فى هذه المرحلة الحرجة, كما عليه ان يفتح تحقيق عاجل وشفاف ضد كلا من أطلق الرصاص على المتظاهرين السلميين وكل من دهس مواطن مصرى خرج سلميا للتعبير عن رأيه وكل من حرض وزيف الحقائق فى الاعلام الرسمى للدولة الذى مازل يظهر وجهه القبيح الغير مهنى والغير محايد فى أغلب الأزمات التى مرت بالبلاد منذ الثورة وحتى هذه اللحظة , والذى مازال بين جنباته رموز من الحزب الوطنى المنحل “
وقالت الشبكة العربية لمعلومات حقوق الانسان ” ليس هناك مبرر مهما كان لجندي يقود مدرعة لدهس مواطنين مصريين عزل, كما لا يوجد امامنا فى هذا الوقت الحرج مخرج سوى إعمال سيادة القانون على الجميع سواسية دون تفريق, وتقديم كل من حرض وكل من اطلق الرصاص وكل من دهس الى العدالة “

أدانت الشبكة العربية لمعلومات حقوق الانسان اليوم, قرار القاضي المكلف بنزاعات الدولة التونسية إغلاق قناة «التونسية» الفضائية ومحاولة أكثر من 300 من المتطرفين أمس الاحد حرق مقر قناة “نسمة” الفضائية على خلفية عرض القناة لفيلم رسوم متحركة ايراني”بلاد فارس” مدبلج باللهجة التونسية, مدعين انه مسيء الى الدين الاسلامي على حد زعمهم.
إغلاق قناة التونسية الفضائية :
قرر أمس القاضي المكلف بنزاعات الدولة التونسية إغلاق قناة التونسية على خلفية بثها لحوار مع زعيم حزب العمال الشيوعي التونسي حمة الهمامي بعد انطلاق الحملة الانتخابية وهو ما يعد مخالفا لقرار منع الإعلان السياسي استعداداً لانتخابات الجمعية التاسيسية المعنية بوضع الدستور فى يوم 23 أكتوبر القادم, ورغم ان القناة أوقفت بث الحوار الا ان هذا لم يمنع القاضي من ان يقرر إغلاق القناة,وجدير بالذكر ان قناة «التونسية» قد بدأت البث منذ مارس الماضي بترخيص أجنبي ولم تستطع حتى الان الحصول على ترخيص من الهيئة المستقلة لإصلاح الإعلام .
محاولة متطرفين حرق قناة ” نسمة ” بسبب فيلم
كما تجمهر اكثر من 300 متطرف امس الاحد حول مبنى قناة “نسمة ” محاولين اضرام النار فيه على خلفية عرض القناة لفيلم رسوم متحركة ايرانى مدبلج للتونسية زعم المتطرفين انه مسيء الى الدين الاسلامى و الفيلم يدور حول قصة فتاة إيرانية من اسرة منفتحة تعاصر أجواء الثورة الايرانية التى قادها الخمينى والتى اطاحت بحكم الشاه فى 1979 و تهرب إلى النمسا لتكمل دراستها خوفا من بطش المتعصبين بها وهو ما راى فيه المتطرفون من وجهة نظرهم دعاية سلبية للحركات الاسلامية فى هذه المرحلة خاصة مع قرب انتخابات المجلس التاسيسى المكلف بوضع دستور جديد للبلاد.
و يذكر ان قناة “نسمة ” الفضائية كانت قد تعرضت في وقت سابق إلى هجوم مماثل عقب بثها لمسلسل ايرانى يجسد حياة احد الانبياء فى شهر رمضان الماضي, كما تعرضت دار عرض سينمائية للتحطيم على يد مجموعة من المتطرفين فى يونيو الماضى بحجة ان الفيلم المعروض يدعو إلى الالحاد .
وقالت الشبكة العربية لمعلومات حقوق الانسان ” اننا ضد اى قانون او اجراء يمنع الاعلام من ممارسة دوره وانه هناك طرق كثيرة لمعاقبة من يخرج عن النص اعلاميا لكن دون مصادرة او اقصاء لاحد هذا من ناحية و من ناحية اخرى يجب على السلطات التعامل مع تصاعد التيار المتطرف الذى يحاول ان يفرض وصايته على المجتمع بصورة غير مقبولة, مؤكدة ان المرحلة الانتقالية مرحلة لتأصيل الحريات العامة و على راسها حرية الراى و التعبير بوصفها حق أصيل من حقوق الانسان “

Egypt: Media incitement still present, sovereignty of law still absent
ANHRI mourns the victims and demands a speedy handover of power from the Military Council

ANHRI expresses its deep regret over the assaults of yesterday against the peaceful protesters, killing over 25 people and injuring approximately 200. ANHRI considers the massive attacks on media freedoms and freedom of opinion and expression, as well as the crude incitement by the governmental media against the protesters, a new phase of exploitation of the media as a tool to spread violence and confusion in the country.
Raiding satellite channels
Security forces raided the headquarters of 25 TV and searched it in full, and also searched all journalists and staffers at the channel. In addition to that, they smashed the doors and the glass windows of the place. Afterwards, the security forces stopped the broadcast of the channel, failing to provide any reasons. Hany Hathout, a presenter at 25 TV, said that the security forces looked for the videotape that recorded the events, and also held the team of the channel inside the building.
Simultaneously, the headquarters of Al-Hurra channel was raided as well, for the studios of the two channels are next to each other. Security forces searched Al-Hurra channel in full, this time under the claims of searching for anonymous individuals who rioted in the area around Maspiro.
Incitement is a complete crime
The official media launched a direct sectarian incitement campaign, in the name of protecting the army from the protesters. The official TV reported that the protesters were armed and threw stones at the security forces. Eye witnesses and participants in the demonstrations denied such news.
Elements from the so called “electronic committee” were hired to spread rumors and falsified news that call for chaos and incite against the protesters.
Absence of the rule of law will lead us into the abyss
These events take place in a time when there is no rule of law. The Military Council follows the same policies of the former regime which depend on analgesics, customary meetings and slowdown in the application of law on everyone. Accordingly, some people thought they were above the law, and impunity became a habit for inciters and those implicated in sectarian incidents. The attorney General bears the responsibility for all that, as we only see him on TV, inspecting the site in which the events have taken place, and does not play any effective role afterwards for investigation and bringing the actual perpetrators to justice. Such performance increases the sense of bitterness among the people.
“The Military Council has to shorten the transitional phase and to quickly handover power to an elected civil authority as soon as possible, for all the policies of the Military Council have failed in this critical phase. It has to open an urgent and transparent investigation with those who shot the protesters who took to the streets to peacefully express their opinions, and those who ran over them, and those who incited and concealed the truth in the official media. Still embracing figures of the dissolved National Democratic Party, the official media still shows its ugly face, and has been behaving unprofessionally and non-neutrally in most of the crises since the outbreak of the revolution and until this day” said ANHRI.
“There is no justification whatsoever for a soldier driving an armored vehicle to run over unarmed Egyptian citizens. There is no way out for us at this critical time but to realize the rule of law on everybody equally and without distinction. Everyone who shot fire, incited, or ran over the citizens have to be brought to justice” added ANHRI

ANHRI condemns shutting down a channel, an attempt to burn another
Tunisia: Media freedoms at stake

ANHRI condemns the ruling of the judge in charge of state disputes to shut down the satellite channel Tunisia TV. ANHRI also condemns the attempt of over 300 extremists on 9 October to burn he headquarters of the satellite channel Nesma, for broadcasting an Iranian animated movie, dubbed into Arabic, entitled “The land of Persia”, under the claims that it is detrimental to the Islamic religion.
Tunisia TV shut down
The judge designated to state disputes decided on 9 October to shut down Tunisia TV under the pretext of broadcasting an interview with Hemma Al-Hammami, leader of the Tunisian Communist Labor Party, following the launch of the electoral campaign. The interview is considered to be in violation of the ruling prohibiting political propaganda, in preparation for the 23 October elections of the constituent assembly to write the constitution. Albeit the channel stopped broadcasting the interview, the judge decided to shut down the channel. It is worth noting that Tunisia TV started to broadcast since last March with a foreign license and could not obtain a license from the Independent Authority for Media Reform until this day.
Extremists try to burn down Nesma for a movie
Over 300 extremists gathered on 9 October around the headquarters of Nesma TV, in an attempt to burn it down under the pretext of broadcasting an Iranian animated movie, dubbed into Arabic, which the extremists claim it was detrimental to the Islamic religion. The movie tells the story of an Iranian girl from a liberal family experiencing the Iranian revolution led by Al-Khomeini and toppling the shah in 1979. The girl escapes to Austria, fearing the oppression of the fundamentalists and continuing her studies. Extremists found the movie a negative propaganda for the Islamist movements at this point in time, especially with the upcoming elections of the constituent assembly designated to write a new constitution.
It is worth noting that Nesma TV encountered a similar attach previously, following its broadcast of an Iranian series embodying one of the prophets in the past Lunar month of Ramadan. A movie theater had been smashed by a group of extremists last June, claiming that the movie shown inside called for atheism.
“ We are against any law or procedure preventing the media from exercising its role. There are many ways in which people who deviate from media standards can be punished. Confiscation and exclusion, however, are not one of them. On the other hand, the authorities have to handle the elevating extremist trend which tries to impose its guardianship on the society in an unacceptable manner. The transitional phase has to entrench public freedoms, particularly freedom of opinion and expression as an inalienable human right” said ANHRI.
